Your apartment or townhouse may or may not have its own cold water meter - most apartments in NSW don’t.

In Sydney Water’s catchment area individual cold water meters for new apartments were not mandated until late 2014.

There are conditions that must be met before a landlord can pass on water charges to a tenant

Commonly apartment buildings have one master cold water meter for the entire building. In that scenario:

  • each owner receives a quarterly bill from the water utility – this is a fixed fee for the provision of water, stormwater & sewerage services. It has nothing to do with water consumption
  • the owners corporation receives and pays a quarterly bill for all water consumed in the complex. This is paid from the administrative fund, and means that owners are paying for water consumption through their levies – based on unit entitlement
  • tenants don’t see any bills – but the above charges paid by their landlord will be reflected in their rent
